Parties to proceedings before administrative court

The parties to proceedings before an administrative court are:

  • The complainant, whose rights or obligations may have been breached by an unlawful act or omission of a public authority—a natural or legal person or unit without legal personality (cooperative, association, etc.) which has filed a complaint with the court
  • The public authority which adopted the contested decision (order, etc.) or is allegedly conducting proceedings in a protracted manner or failing to act on a matter, or other entity performing public tasks (entrusted to it by law or agreement).

Other entities which have participated in administrative proceedings may also participate in administrative court cases concerning those proceedings.
